History of Gulliver Connect
The Charta of the Gulliver Framework
The parties signatory hereto, in-keeping with the provisions of the European Cultural Convention of the Council of Europe, with the UNESCO Declaration on Cultural Co-operation, have decided to set up a non-governmental cultural framework GULLIVER in order to foster cultural co-operation by creating exchange and working facilities primarily for individual artists and small groups of artists in the context of a new emerging Europe aiming at the maintenance and further realisation of human rights and fundamental freedom.
Gulliver Declaration
In the light of recent developments, we hope that Europe is entering a new phase of free co-operation between our nations, unthinkable only a few years ago and still presenting difficulties. The undersigned writers and artists from all parts of Europe met in Amsterdam on 10 - 14 December 1987 to add a concrete dimension to the agreements reached in Helsinki in the field of culture. We now intend to establish an independent working body called GULLIVER to collect, co-ordinate and promote ideas and projects incorporating this spirit of free co-operation. Such an all-European body could provide an opportunity for us, Europeans, North and South, East and West, from large and small nations, to create a common future while respecting our diversity.

To add a concrete dimension to the agreements reached in Helsinki in the field of culture, the undersigned will act as the advisory board for the Felix Meritis Foundation which acts as the secretariat of Gulliver and the legal body to initiate and develop the projects and the work of Gulliver.
